Tax payments are due upon receipt and are considered paid on time if paid online, in person, or U.S. Postmarked on or before January 31.  Penalty and Interest begin accruing on February 1.

**In July and thereafter, when a delinquent account is turned over to a collection attorney, an additional attorney fee will be added to the penalty and interest. By law, the fee could be up to 20% of the base tax plus penalty and interest. The fee would also be added any time a suit is filed for delinquent property taxes.

Payment Options for Age 65 or Older and Disabled Taxpayers:

Taxpayers who have an Age 65 or Older, Disabled Person or Disabled Veteran, or Survivors’ Spouse Exemption on their primary homestead may qualify to pay their current taxes in four (4) equal installments by submitting a request through the BHISD Tax Office by email at bhtax@bhisd.net or by calling us at  (281) 576-2221 ext. 1205 no later than January 31.  The exemption must reflect on your current tax bill. 

You may make your payments in four equal installments without incurring penalty and interest, if paid in the following manner:

1st payment due by January 31
2nd payment due by March 31
3rd payment due by May 31
4th payment due by July 31

If you would like to receive your Barbers Hill ISD Tax Statement via electronic delivery, please complete the form below and return to the BHISD Tax Office at bhtax@bhisd.net no later than September 15^th for the upcoming tax year.  Please note that by requesting an electronic tax statement, you will no longer receive tax statements by mail.  This request only needs to be submitted once and will remain in effect for each subsequent tax year until written notice to cancel electronic delivery is submitted to the BHISD Tax Office at bhtax@bhisd.net.

*General Residence Homestead: Barbers Hill ISD is one of only 14% of Texas public school districts that grant homeowners the maximum allowable optional homestead exemption; an additional 20% local exemption on top of the $100,000 exemption granted by the state. This equates to one of the lowest school district tax levies in the Houston metropolitan area.  

Age 65 or Older or Disabled Person Homestead: Barbers Hill ISD Board of Trustees grants the highest age 65 and older and disabled person tax exemptions in the state.  In addition to the state’s $10,000 exemption, the Board has approved an additional $90,000 exemption adding up to a total of $100,000 that your value is reduced by on top of the General Residence Homestead listed above. What this means is if your home is valued at $250,000 or less, when your exemption goes into effect, you pay $0.00 in taxes. 

Tax Ceiling: A tax ceiling is the calculated amount of school taxes owed effective the year someone with a homestead exemption turns 65 or becomes disabled. Generally, in subsequent years, their school taxes will be equal to or less than the calculated ceiling, but not above that amount –- not even if a strong real estate market increases their home value. An exception is if one of those homeowners makes significant improvements to their home in the future.

Recent school tax legislation applies to homeowners who have tax ceilings. The legislation directed tax assessors to recalculate or reset tax ceilings so that over 65 and disabled taxpayers could benefit from previous and current increases in the state mandated general homestead exemption. That much-reduced figure becomes their new tax ceiling going forward. Again, as long as they don’t significantly improve their homes in the future, it’s possible many of them will never pay school taxes again.

Since 1984, Barbers Hill ISD Board of Trustees have extended the most generous optional over 65 and disabled tax exemption in the state.  Prior to this recent school tax legislation, over 65 and disabled homeowners in BHISD already benefited with a lower tax ceiling relative to other school districts because of BHISD’s optional over 65 exemption.  The recent legislative changes coupled with the district’s optional over-65 exemption, 78% of BHISD’s over 65 taxpayers and disabled taxpayers owe $0 in school taxes in 2023.

That’s almost four out of five over 65 homeowners who have a tax ceiling of $0 which equates to a $0 school tax bill. And that may be their school tax bill for the rest of their lives unless they make significant improvements to their home.

Q. How is my property value determined?

A. The Chambers County Appraisal District identifies property to be taxed, determines the appraised value, grants exemptions, the taxable owner and mailing address, and which taxing jurisdictions may tax the property.  For information on VALUES, EXEMPTIONS, OWNERSHIP or MAILING ADDRESS, please contact the Appraisal District at (409) 267-3795.

Q. When are taxes due?

A. Payment of taxes are due upon receipt or no later than January 31 to avoid penalty and interest. Taxes become delinquent on February 1. Any amount due will be subject to penalty and interest and subject to possible lawsuit.  By law, the Tax Assessor-Collector cannot dismiss taxes, waive penalty and interest on delinquent taxes, adjust values or ignore deadlines as set forth in the Texas Property Tax Code. 

Q. I never received a tax statement, why do I have to pay penalty and interest? 

A. If you do not receive a tax statement it is the responsibility of the property owner to know which taxing jurisdictions are taxing their property and when taxes are due.  The BHISD tax statements are mailed out on or near October 15 each year.  Sec. 31.01 Texas Tax Code: Failure to receive a tax bill is not grounds for waiver of penalty and interest and does not affect the validity of the due date.  If you do not receive your tax statement by December, please contact our office or visit our website; however, it is not necessary to have a tax statement to make a payment as long as you have your account number and correct balance.  

Q. What if my mortgage company is supposed to pay my taxes?

A. If your property taxes are paid by your mortgage company and you receive a tax statement, write your loan number on the statement and forward it to your mortgage company for payment.  If yours is a new account or a refinance, the mortgage company may not have had your account information in time to request a statement before the deadline of September 30. 

Q. What if I sold my property last year?

A. At the closing of the property sale, taxes should have been prorated by the title company.  If you have questions about any taxes you would be responsible for, please reach out to your title company. 

Q. This is not my property, or I no longer own the property.  What should I do?

A. The current owner pr owner’s agent is responsible for making sure that the ownership and mailing information is recorded with the Chambers County Appraisal District shortly after acquiring the property.  The tax office cannot change ownership records.  If you are concerned that the ownership has not been updated, you can reach out to the Chambers County Appraisal District at (409) 267-3795.  

Q. What exemptions does Barbers Hill ISD offer taxpayers?  How do I apply?

A. Exemptions reduce the taxable value of your property which lowers your tax amount. 

Exemptions Offered by Barbers Hill ISD are:  

• Residence Homestead Exemption – The property owner must occupy the property as the owner’s primary residence and the residence homestead exemption may not be claimed on any other property.
• Age 65 or Older or a Disabled Person – When a taxpayer turns 65 or becomes disabled, this exemption may be taken in addition to the Residence Homestead Exemption.  Both exemptions apply effective the year a taxpayer either turns 65 or becomes disabled (according to specific guidelines).  If a taxpayer is both disabled and age 65 or older, they must choose 1 as they cannot carry both the Age 65 or Older and the Disabled Person exemptions together. 
• Tax Deferral Affidavit - Homeowners with the Age 65 or Older or Disabled Person exemption may also arrange for a Tax Deferral Affidavit.  With this deferral, you may choose to postpone the payment of taxes if you own and occupy your residence and taxes are delinquent.  However, a tax lien remains on the property and interest of 8% a year continues to accrue.
• Disabled Veteran – Can be taken in addition to the Residence Homestead Exemption, according to a disability rating.  This exemption can be taken on any property owned in the state of Texas and it is not limited to the Residence Homestead property.
